Jeffery T. Larson President
Based in Orlando, Jeff has successfully closed a wide range of project financings totaling over $10 billion over his 35-year career. Florida projects have ranged from negotiating and structuring transportation/road improvement programs, charter school financings, higher education project financings, multiple utility acquisitions, extensive water and wastewater capital expansions, economic development initiatives, utility enterprise restructurings, downtown redevelopment, and debt and lease purchase private placements to a $400 million Sensitive Lands/Parks G.O. Financing Program, a $2.7 billion Surface Passenger Rail Transportation project, multiple public/private partnership project finance issues, a competitively bid Medium Term Note Program, CDDs, a multiple-phased Charter School financing, and a $240 million University/Developer Project financing.
He is currently leading the efforts at LCS on the $2 billion statewide PACE Financing program with the Florida Development Finance Corporation. After helping to establish FL SAFE, an AAA-rated Local Government Investment Pool, in 2008, the FL SAFE Board asked Jeff in 2011 to serve as administrator and executive director.

Professional Licenses and Career History
Mr. Larson’s professional licenses with the Securities and Exchange Commission (“SEC”) and the Municipal Securities Rulemaking Board (“MSRB”) include a Series 50 licensed Municipal Advisor and Series 54 Municipal Advisor Principal.
Prior to establishing Larson Consulting Services, Jeff managed D.A. Davidson’s Southeast Regional Investment Banking Office. Prior to joining D.A. Davidson, Mr. Larson was with Kirkpatrick Pettis, Stifel Nicolaus/Hanifen Imhoff, and SunTrust Capital Markets in Orlando, Florida, where he has specialized since 1992 in Florida with the structuring and marketing of a variety of public finance and capital markets products. Prior to that, he spent ten years with C & S/Sovran in Atlanta and Barclays Bank PLC in Atlanta and San Francisco as a corporate finance, large corporate/Fortune 500, and middle market banker.
Education, Recognition & Industry Leadership
Mr. Larson received his MBA degree on an academic scholarship from Emory University, Atlanta, Georgia, in 1982. As part of his MBA graduate work, Mr. Larson worked, studied, and taught in Germany and Austria and was a Fulbright Scholar at the Johannes Kepler University in Linz, Austria. He received an A.B. in Business Administration with honors in 1980 from Franklin & Marshall College, Lancaster, PA.
Jeff is an active member and speaker for numerous local FGFOA chapters. Mr. Larson is also a frequent speaker at industry conferences, including the annual FGFOA, FICPA, Florida Redevelopment Association (FRA), Florida Bar Association, Florida League of Cities, Annual FGFOA Institute (School of Governmental Finance), and special district conferences on topics ranging from “the Bond Issuance Process,” “Best Practices in Investment Management,” “Innovations in Debt Financing,” “Rating Process,” “Utility Acquisition Financing,” “Best Practices in Debt Management,” “Planning and Capital Financing,” “Update on SEC and MSRB Municipal Advisor Regulations,” to “Public-Private Partnership Financings.” Jeff has also served as a member of the FGFOA Annual Conference Program Committee for over 20 years and has supported the FGFOA School of Government Finance for over 10 years.
Larry Aubrecht Senior Vice President, Quantitative Team Leader
Mr. Aubrecht is a senior vice president and heads the quantitative team for the company. Larry brings over 30 years of experience from the private sector and public finance/investment banking markets to his engagements on behalf of Larson Consulting. Areas of expertise include quantitative support and structuring of tax-exempt and taxable municipal debt for issuers across the country, bank and bond refunding, portfolio analysis for a major fund, securitization programs, mergers and acquisitions, higher education, project finance, bankruptcy remote housing credit structuring, Section 8 housing bonds, and structuring finance transactions.
Southeast regional clients have included the cities of Groveland, Inverness, Tamarac, St. Pete Beach, Venice, Auburndale, Madeira Beach, Groveland, Leesburg, Oviedo, Deltona, Dunedin, Mt. Dora, Cape Canaveral, Orange City, and Treasure Island, in addition to Florida Atlantic University, Sculptor Charter School, Space Florida, FDFC, and a number of private sector development institutions. He has been an adjunct professor at Regis University, served for many years on the Investment Oversight Committee at Regis, and has served as a member of multiple not-for-profit boards. Mr. Aubrecht received a Bachelor of Science Degree in Civil Engineering from the United States Military Academy at West Point, New York, in 1972, and an MBA in Finance and Accounting, Regis University, Denver, Colorado, in 1987.
Nicole Larson Sydney Vice President, Quantitative & Data Analyst
Nicole is a licensed Series 50 Municipal Advisor. She has worked at LCS for 6 years. She achieved her bachelor's degree in psychology at the University of Central Florida. She supports the LCS team and its clients on their project financings, and the FDFC statewide PACE program for residential and commercial PACE providers.
In addition, she will also continue to commit time and energy to the continued growth of the various FL SAFE investment programs and services. Her clients have included the cities of Tamarac, Dixie County, Cape Canaveral, Venice, Groveland, Mount Dora, Leesburg, Lake Clarke Shores, Oviedo, and Zephyrhills, along with FDFC.
John P. Moran, CPA Vice President, Quantitative Analyst
Mr. Moran is a vice president with Larson Consulting and brings over 20 years of finance, corporate financial management, and accounting experience to his engagements. As a member of the Quantitative Support Team, John assists Larry and Jeff with financial modeling and accounting review of project financings, enterprise expansion projects, investment projects, cost/ benefit analysis, preliminary feasibility analysis, PACE financing models, valuations, debt affordability studies, acquisition analysis, and structured finance solutions for our clients.
He has also produced GAAP reporting acquisition balance sheets for insolvency, troubled debt restructures, strategic buyer and financial buyer acquisitions. During his years as a corporate controller for multiple public and private companies, he led the implementation of financial and project cost management applications, did extensive management portfolio valuations, assisted with internal accounting department reorganizations, and implemented inventory and financial applications of proprietary software.
Credentials, Community, and Education
Mr. Moran completed his Accreditation in Business Valuations (AICPA-ABV) in Fall 2007 and CVA Accreditation, NACVA, National Association of Certified Valuation Analysts. He is a member of the American Institute of CPAs, National Association of Certified Valuation Analysts, and Institute of Business Appraisers.
Active in the community, John serves as chairman of the Franciscan Sisters Charitable Fund of Colorado and is a member of the S Platte Greenway Foundation. Mr. Moran received a BBA in accounting from the University of Notre Dame, a master's in taxation from the University of Denver, and an MS in finance from the University of Denver, Colorado.
